Commissioners & Locality Partners
Relationship health underpins physical health, mental wellbeing, learning, and community resilience — yet it is rarely addressed in a structured, preventative way.
This page is intended to help commissioners understand the logic behind the design of the
I Matter Learning Journey programme
The I Matter Framework offers a phased, scalable approach that builds confidence, shared language, and capacity across professional systems before extending learning to families and communities.
A Clear Three-Stage Model
Stage 1 – Get Started Universal Orientation (Psychoeducation)
A low-risk introduction to relationship health, suitable for professionals, parents, carers, and individuals.
- Promoted within Locality Hubs and also periodically via Curious About Community
- Builds shared language and understanding at an entry level
- Normalises stress, needs, and relational challenges
- The Wheel provides a context for conversations and for reducing isolation
- Appropriate for early intervention funding
- Faciltates messaging around personal responsibility in change
Stage 2 – Learn I Matter: Fast Fundamentals
(Structured Practical Learning of Key Theory)
A time-limited programme for those who want or need to go deeper.
- Promoted within locality hubs, suitable for professionals and determined parents
- Occassionally offered via the Curious About Community
- Clear time limited foundational learning
- 24+ practical concepts grounded in evidence-based theory
- Suitable preparation when complexity or escalation is emerging
- Facilitates preparation for joined up thinking and partnership working
Stage 3 – Living I Matter: I Matter Deep Dive
(Supported & Sustained Learning of Theory to Practice)
Longer-term learning and study support for individuals, families, or practitioners where needs are ongoing and there is a need to build specific skills
- Restricted access - by application
- For parents-carers-personal - only via Locality Hubs
- Facilitated by trained I Matter practitioners
- Focus on integration, reflection, and confidence over time
- Not universal – offered where appropriate
- Facilitates understanding of how to implement developmentally informed practice
Professional-First Delivery Model
To ensure safety, consistency, and effectiveness, the I Matter Framework is introduced to professionals first.
Professionals who complete training:
- Develop shared language and confidence
- Understand appropriate boundaries and escalation points
- Are better equipped to support families and communities
Only once professional capacity is in place is learning extended to parents, carers, and families through supported pathways.
Locality & Practitioner Delivery
Delivery combines central learning resources with local facilitation.
- Core learning remains consistent and quality-assured
- Local practitioners provide workshops and study support
- Learning can be embedded within GP networks, schools, and community settings
This approach avoids duplication while building long-term local capacity.
Why This Will Likely Interest Commissioners
- Clear universal access and early-intervention focus as well as targetted options
- Professional systems strengthened first
- Reduced pressure on specialist services
- Scalable without loss of quality
- Clear distinction between universal and targeted provision
